In accordance with the mandate of the Preamble to the 1945 Constitution which states that the national goal is to protect the entire Indonesian Nation and all of Indonesia's blood, promote general welfare, educate the life of the nation, and participate in implementing world order based on independence, eternal peace and social justice, various programs have been implemented. implemented by both the central and regional governments to improve the quality of life and welfare of the Indonesian people. The regional government of Bulungan Regency has mobilized its resources and taken strategic steps to improve the standard of living of the community in the field of education with a policy of free school fees up to high school level, in the health sector by building and placing health workers to work in village assistant health centers those who have difficulty accessing transportation, as well as other policies that are in favor of the community. Of course, it is hoped that this development process, which requires a large amount of funds, can be enjoyed equally by all levels of society, both in urban and rural areas. To be able to assess the extent to which development can provide benefits to society, monitoring of development achievements is very necessary, so that further development can be further optimized. To monitor the achievement of people's welfare levels, indicators are needed that can provide an overview of the condition of the population in Bulungan Regency. The very broad dimensions of people's welfare mean that a level of welfare can only be seen through certain aspects, therefore in this publication people's welfare is seen through several specific aspects, including aspects of population, education, health, employment, household consumption and housing which are presented. in the form of single or composite indicators.
