Abstract

The COVID-19 has an impact on human development in Bulungan Regency. This can be seen from the decline in the Human Development Index (HDI) in 2020. Previously, during the 2014-2019 period, the HDI of Bulungan Regency continued to increase. However, the HDI figure in 2020 has decreased by 0.56 points to 71.10.
The decline in HDI in 2020 was influenced by the decrease in the adjusted average per capita expenditure from 9.65 million rupiah in 2019 to 9.12 million rupiah in 2020.
In terms of health, newborns have a chance of living up to 72.66 years, an increase of 0.06 years compared to 2019.
In terms of education, children aged 7 years have the opportunity to attend school for 13.00 years (equivalent to the period of education to complete Diploma I), an increase of 0.01 years compared to 2019. Meanwhile, the population of 25 years and over is on average -Average has taken 8.94 years of education (JHS grade 2), an increase of 0.01 years compared to the previous year.
